Management Statement

• PARS KALITE carries out all its services in accordance with the principles of confidentiality, impartiality, and independence, and ensuring these principles is the responsibility of PARS KALITE management.
• In order to ensure confidentiality, independence, and impartiality in all activities it conducts, PARS KALITE obtains commitments from all personnel (including PARS KALITE employees and subcontractor personnel receiving external services) and from committee/board members.
• The standards, “TS EN ISO/IEC 17020 General Criteria for the Operation of Various Types of Inspection Bodies”, “TS EN ISO/IEC 17024 Conformity Assessment – General Requirements for Bodies Operating Certification of Persons”, and “TS EN ISO/IEC 17065 Conformity Assessment – Requirements for Bodies Certifying Products, Processes and Services” together constitute our management system in complete harmony, and while the requirements of each system are met separately, the applied system in common topics meets the requirements of both standards. Furthermore, all conditions within ISO 9001, ISO 14001, and ISO 45001, which are present within our organization, are ensured and fulfilled in accordance with the principle of impartiality.
• In the event that PARS KALITE becomes a member of a civil or commercial organization/institution for commercial purposes, it undertakes not to grant any privilege, convenience, etc. to the members of the relevant organization/institution.
• Within the scope of advertising and marketing activities, PARS KALITE does not engage in misleading statements to gain advantage, continuously monitors its statements, and informs its clients about these statements.
• PARS KALITE undertakes to act in accordance with the terms of the contract made with the client which has legal validity.
• PARS KALITE stores all information acquired during its activities and related to the client in accordance with the terms of the contract made with the client and which has legal validity.
• PARS KALITE declares that it will not provide any information acquired during its activities and related to the client to any third party or organization, except for persons or organizations specified in the contract and without the client’s written consent, unless legally required; and that if it is required by law to share information with another institution, it will inform the client of this situation.
• PARS KALITE identifies, periodically reviews, takes measures, and continuously works to minimize and/or eliminate risks related to impartiality, independence, and confidentiality. In order to prevent impairment of the principles of impartiality and independence, it declares that it will conduct a job-specific risk analysis, taking into account (PRS. LS.029).
• PARS KALITE is as independent as required by the conditions under which it conducts its services and meets the Annex-A requirements of the TS EN ISO/IEC 17020 Standard. PARS KALITE is a Type A Inspection Body.
• PARS KALITE is committed to the implementation and continuous improvement of its management system. It fulfills this commitment by evaluating the effectiveness of consistently meeting management system requirements through periodic audits and management reviews.
• All departments of PARS KALITE provide services independently and impartially from each other. The provision of service from one department does not positively or negatively affect the services provided by other departments. All departments of PARS KALITE operate under a single company roof. Resources belong to “a single company and are shared among departments according to the management strategy and the proportion of services provided.”
• PARS KALITE has established an organizational structure competent to conduct its activities, has established its quality system, is implementing it, and maintains its suitability.
• In cases where a person is assigned as a manager in more than one position in the organizational chart, the risks that may arise are kept under continuous control. PARS KALITE is responsible for the performance of all personnel involved in its activities. Additionally, it obtains undertakings from all personnel that they will act impartially in the activities and positions they are assigned.
• The management of PARS KALITE undertakes not to allow the formation of commercial, financial or other pressures that would endanger the impartiality and independence of the organization and its personnel.
• In line with the principles of independence and impartiality, PARS KALITE declares that it will in no way enter into any material benefit relationship such as credit, debt, etc. with the client and will never accept the client’s illegitimate expectations due to this, and will only claim the fee for the service provided. It undertakes not to work with intermediary persons or institutions who work on a commission basis to obtain business.
• PARS KALITE obtains undertakings from its personnel that:
• They will not act with bias based on potential interests with the client (such as close friendship, kinship, job opportunities from the client, previous collaborations),
• If any material benefit (money, gifts, travel opportunities, etc.) is offered by the client, they will inform PARS KALITE. The personnel are informed that “if such situations are not reported to PARS KALITE and are proven, legal action will be initiated against them.” Committee members sign a contract with legal validity, including arrangements on confidentiality and conflicts of interest.
• PARS KALITE obtains undertakings from its personnel that if there has been a problem with the client in the past, they will declare this in advance and will not be involved in inspection/certification/testing activities for the said client. Personnel are informed that “if such a situation is not reported and is proven, legal action will be initiated against them.”
• Within the scope of inspection and product certification activities, PARS KALITE undertakes that it will not be the designer, manufacturer, owner or maintainer of the inspected or certified item, nor be a part of such a legal entity. To prevent impairment of the principle of impartiality due to relations with such persons, it obtains undertakings from personnel to act impartially in inspections carried out at such organizations.
• In order to prevent impartiality from being compromised due to the lack of objective evidence in organizations where product certification, personnel certification, and inspection are carried out, records of inspection and certification activities are reviewed by unit managers within PARS KALITE.
• Within the scope of product certification, personnel certification, and inspection activities, PARS KALITE obtains undertakings from its personnel to act impartially and fairly towards applicants, candidates, certified individuals and/or products.
• PARS KALITE undertakes not to restrict applicants with any limiting condition (e.g., excessive cost, membership in a group, etc.).
• PARS KALITE undertakes not to apply procedures that unjustly complicate or hinder access for applicants and candidates.
• If training for the certification program is specified as a prerequisite, PARS KALITE undertakes to act impartially in the process of recognition/approval of the training and not to relax the requirements for assessment and certification.
• PARS KALITE undertakes not to require the applicant or candidate to receive training/education services from PARS KALITE or a specific place as a prerequisite, and not to state or imply that certification will be easier, simpler, or cheaper in such a case.
• To ensure confidentiality, information security, and impartiality, PARS KALITE carries out its personnel certification activities independently of training.
• PARS KALITE’s fee policy is independent of the amount of work performed. PARS KALITE declares that it will not use the number of tests, inspections, personnel certification, or product certification activities as an incentive or pressure element on personnel and will not associate personnel income with these activities.
• The operations and accounts of PARS KALITE are subject to independent audit. All records of PARS KALITE are audited and recorded by a sworn financial advisor.
• Within the scope of its activities, PARS KALITE has taken out Professional Liability Insurance against possible damages or risks to third parties.
• The management of PARS KALITE supports the company against its commitments and is insistent on the application of the principles.
